Daylight Saving Time: Who Changes, When, and Why It Keeps Catching You Out

Around seventy countries change their clocks twice a year. Most of the world does not. The mismatch, not the change itself, is what breaks calendars.

Who actually does it

Daylight saving is largely a European, North American and Australasian habit. Most of Europe observes it. So do the United States and Canada, with exceptions including most of Arizona and all of Saskatchewan. New Zealand and the southern states of Australia observe it, while Queensland and the Northern Territory do not. Parts of South America including Chile and Paraguay still change.

Almost all of Asia does not. India, China, Japan, Singapore, the Gulf states and most of Southeast Asia keep one time all year. Nearly all of Africa does not, with Morocco a partial exception. Russia abandoned the practice in 2011.

Southern hemisphere countries change in the opposite months to northern ones, which means that for part of the year Sydney is ten hours ahead of London and for another part it is eleven, and the transition happens twice from each direction.

The dates do not line up

This is the detail that causes the most trouble.

The European Union changes on the last Sunday in March and the last Sunday in October, at 01:00 UTC, so the whole bloc moves at the same instant. The United Kingdom follows the same dates.

The United States changes on the second Sunday in March and the first Sunday in November, at 02:00 local time in each zone, so the country moves zone by zone rather than all at once.

That leaves two mismatch windows every year. In March, America springs forward roughly two weeks before Europe does, so for those two weeks the usual London to New York gap is four hours instead of five. In late October and early November it happens again in reverse, because Europe falls back about a week before America does.

If you run a recurring transatlantic meeting, those are the weeks it lands an hour off and somebody joins to an empty room.

Why it exists at all

The idea is old and the justification has shifted repeatedly. It was adopted widely during the First World War to save coal, revived in the Second, and kept afterwards on the argument that lighter evenings reduce energy use and road accidents.

The energy argument has weakened considerably. Modern studies find the electricity saving is very small and sometimes negative, because lighting is now a minor part of household consumption while heating and cooling are not. The road safety and leisure arguments have held up better than the energy one.

The European Union voted in 2019 to abolish the twice yearly change, leaving each member state to settle on permanent summer or permanent winter time. Implementation has been repeatedly postponed, largely because a patchwork of neighbouring countries choosing differently would be worse than the current arrangement. As of 2026 the clocks still change.

The two hours that behave strangely

When clocks spring forward, one local hour does not exist. In the European Union, 01:00 UTC on the last Sunday in March means local time jumps from 02:00 straight to 03:00. A meeting scheduled at 02:30 that day has no valid moment.

When clocks fall back, one local hour happens twice. Between 02:00 and 03:00 local time, every minute occurs once on summer time and once on standard time. A timestamp recorded as "02:30" that day is genuinely ambiguous unless it carries an offset.

This is why systems should record moments in UTC and convert only for display, and why a log file in bare local time is close to useless for reconstructing an incident that spans a change.

How to stop meetings drifting

The core problem for a distributed team is that a meeting fixed in one side's local time moves for everybody else at the changeover.

Decide explicitly whose local time the meeting is anchored to, and tell everyone. If a call is anchored to New York, the Indian participants should expect it to move by an hour in March and November. If it is anchored to India, the Americans should. What causes friction is not the movement, it is nobody having decided.
